Regulation-making framework

The Northern Territory (NT) Government’s regulation-making framework assists government to deliver effective and efficient regulation with minimal imposts on businesses and the community.

The framework establishes objectives, principles and processes to be applied in the development of regulation, which in this context means all primary and subordinate legislation.

The framework requires analysis of new and amending regulatory proposals to demonstrate:

  • the benefits of the proposed regulation to the community outweigh the costs
  • the proposed regulation is the most effective means of addressing an identified policy problem.

Regulation-making framework principles and guidelines have been prepared for use by NT Government officers involved in the preparation and development of regulation.
