The development process

The recreational fishing development plan 2022 to 2033 was developed using a comprehensive strategic planning approach with significant involvement of the Territory’s recreational fishing community.

Systems mapping process

The development of the plan was underpinned by the creation of a systems map, which illustrated high level of complexity, key drivers, influences and feedback-loops that are both within and beyond the control of fishers and fishery managers. The outcomes, strategies and actions in the plan are based on the systems mapping process.

Interpretation of the systems map

From the systems map, the key feedback loops driving recreational fishing were identified and used to form the plan. An example of this process is shown in the image below:
